Steams complete lack of quality control and the popularity of Early Access has basically made it okay for games to be sold while unfinished. They don't even have to guarantee they'll finish it and it's not like only indie devs are pulling runners. Double Fine had an early access game called Spacebase until the guys working on it were pulled to work on something else. They marked it as complete, said sorry on the forums and that's it.

Back in the day of physical copies, a game would get 2-3 patches at the most.
