Hey, I was skirting around the edge of Death Valley about two days ago on the way in to the Mojave and I was passing the outskirts of that real stormy area of Desert when suddenly I hear this loud bang and the sky lit up like New Vegas at dusk, then all of a sudden my rad counter goes crazy and the ground was shaking like it was gonna fucking cave in. I had to skip a night of camping and pump some Rad-X and Radaway just to make it out of there, there were falling rocks and shit.

Presumably the Courier hadn't been in the Mojave much or for very long prior to the start of the game.

They worked with the NCR prior to the game, but that doesn't mean every higher up at the NCR will know them, and certainly not the soldiers. And most people in the Mojave will likely have never left the Mojave and not know much about what's going on outside of it.
