New Vegas was such a mixed bag in the VA department. When it was phoned in it was really phoned in, but a few characters really stood out because of how good they were. Not just in comparison, but just genuine ability.

You can't. The closest I've seen is VtMB's Investigation, which, even then, was pretty goddamn shitty. When the player can actually *see* things and there's enough detail to where you can't feasibly bullshit stuff, implementing it as a valuable skill outside of specific checks isn't possible.
