They're pretty different now -- a year ago, they were a lot more similar but Starbound's updates over the past year finally making it to the not-broken version make them a lot different.

Outside of the few bosses, Terraria mostly has dozens of samey (function wise) enemies that just move towards you to bump into you and do damage (and they can all be narrowed down into walking types, worm types or floating types, a couple spit projectiles at you, like the Harpies), or ones that stand in place and fire projectiles at you.

Starbound originally just had nothing but walking creatures that ran into you (sometimes they spit a projectile at you), flying creatures that dived into you, and humanoid NPCs that just fired at you endlessly or bumped into you with a melee weapon.
Now they no longer do damage just by bumping into you; creatures have 2-to-4 moves from a long list like they're Pokeymans or some equivalent. Humanoids are now somewhat competent at navigating the environment and some will switch between melee and guns.

Honestly, I'm coming to enjoy Starbound's combat more now. Terraria still has the advantage of a bunch of cool weapons and unique magic items whereas Starbound is mostly linear projectiles and a simple melee swing, but Starbound's creatures are a lot more interesting to fight skillwise.

Starbound is bad and you shouldn't buy it, but it's not awful if you prefer building and modding to gameplay

There is literally no reason to stop beating the dead horse that is starbound. It deserves so much of it. Its almost as if its a peter molyneux game. The fans are just as delusional too. Starbound is a joke now and a tragedy after terraria 2 surpasses it in content, mechanics, combat and style.
