How long since you repotted it?
Chances are it's ready for a new home. Pull it out of that one and it'll probobly look like pic related, meaning its totally fucking rootbound.
Break up the dirt as much as you can and repot it in something larger. Also, make fucking sure you get some actual succulent potting soil, not just regular potting soil. They sell it everywhere, including major hardware stores.
If you can't get any, you can use regular potting soil, but make sure to mix it with a shit ton of sand and rocks.
But most importantly, repot it. That thing looks like it's probably been in the same pot since you received it.

It looks like it needs to be fed or repotted. If you've been feeding it regularly with a cactus/succulent feed mix (maybe once a month), then probably it's trying to outgrow it's pot and can't, so you should get a new pot for it. I hope you water it less than once a week.

Try a slightly deeper pot? Cacti have taproots, if I remember correctly.
Also, they really don't need to be watered very much, but when they do, they should be watered a lot (think of how much it rains when it does rain in deserts). If your pot has holes in the bottom, you should water until it drips from the bottom.
You should wait until the soil is almost completely dry between waterings.

If you didn't it can drown in it's water. Cactus roots can't handle constant contact with water.

Fuck cacti, been impaled by enough of those fuckers down in Peru that I can't stand those worthless asshole plants. Fun fact: if you see really large ones out in the desert, more than likely something or someone died there or was buried there and the roots are draining the nutrients from the body.
This is actually a worse idea for drainage than no pebbles. The water tends to get stuck between the dirt and pebbles because of how water viscosity works when transferring mediums.

I water it once every 2-3 weeks. I don't really measure it I just use like 1/8th of a 17 fl oz water bottle. I've been using the same water from a water bottle for a few months.

well, at this point i'd try a little more frequent watering maybe twice as much, also like the other anons said it's quite probably root bound and needs a larger pot with some nice new soil.
My cactus was on the window sill where cold air comes in so I brought it more inside though it's only getting light from a bulb now. Right now it's 77 degrees Fahrenheit but it falls to 73 at night.

If that brown part is completely dead (I can't tell from the picture; maybe some other anon can tell better), you should cleanly cut it off.

most succulents actually aren't as desert thriving as people think, it's only that the most well known cacti (suguaro, prickly pear) come from hot arid deserts people associate cacti with heat.
