The difference is you don't have to worry about balance or variety in his attacks and the like if he's an AI opponent rather than a playable character.

He was promoted from regular stage boss to unique stage boss as well as them acknowledging people wanted Ridley. This makes it more likely he'll be considered as a playable character in Smash 5.

I heard one or two rumors after Brawl's release that Ridley was apparently planned to be playable at one point. But hot damn, has any character even been THIS close to being playable? I mean, Sakurai being lazy and not wanting to scale him down is pretty much the only thing stopping him being playable. Hell, I've gotten over it as much as the next reasonable Ridleyfag, but this is just fucking salt in the wound.

SSBB: Appears as a Boss character and Trophy
SSB4: Appears as a Stage boss with it's own icon, move-set, and possibility to KO, unlike other stage hazards

I feel sorry for Ridley fans. They got BTFO the hardest. They have the character right there with a complete moveset in the game and yet he's still not playable. That's a lot worse than having an assist trophy character.
