If they have gameplay, then sure. There are visual novels that have minigames and shit in them, things that require player input in a specified manner to complete.
But if it's just an online book with pictures, BGM, and perhaps voices, that's not a game.

You tell the game to pick shit up, inspect shit, etc. in a text adventure. Don't be fucking obtuse, that is nothing like a visual novel, where the biggest input you usually have is a choice if/when the path in the story splits for a different ending.
And that's not even the norm. There are plenty of visual novels that don't even have multiple endings, where you choose one. They are literally telling you a story, and the only influence you have is to progress the story by left clicking.

Well, it depends on the number of choices. Something like a dating sim can be considered a game, but not something nearly devoid of gameplay elementals. Throwing in a few nearly wothless minigames like Little Busters doesn't count, nor does adding ~20-30 options if all it does is determine which of 3 routes you read.

How are they VNs in any way?
It honestly depends on the VN. From least to most gamey:
1) There are ones that require nothing but to sit through a story. These basically aren't games honestly but they probably won't hide it's just a VN anyway.
2) There are ones that are the same as above, but with branching paths and basically become 'chose your own adventure' books. A lot of Dating Sim VNs fall into this one.
3) Then there's ones that start to add random puzzles that must be solved before you can continue. Zero Escape is the best example of this kind.
4) Then it goes to games where the puzzles are actually part of the narrative, so you need to pay attention to the story to solve the puzzles. Phoenix Wright goes here.
5) Same as 3 or 4, but with extra mini games or other modes outside the main story. Layton and DanganRonpa.
6) VNs where people forget they are VNs due to the amount of actual interactivity with it. Ghost Trick.
I think the problem with 4 is that is very grinding in some points and is not nice to grind in this game, that tower is really boring and easy to get lost. And I hated how you got money.

Let me give you a piece of advice as someone who's been playing galge since 2002.
If it has gameplay and it's focused on said gameplay, it's a videogame.
The story us just a little extra.
Please don't compare stuff like tokimemo and Kamidori just because you need to read text.
We live in a world where flappy bird is considered a fucking game. And even though i don't play visual novels,yes they are because they seem like people have put work into them.
Every chapter you're brought to that screen.
You then "listen" to the inner voices of several characters (usually the protagonist and the major characters of that chapter) where you learn about their feelings, motivation, and history. You also learn little bits about the pervading mystery of the game and the lore of the world from the hanging hand/mask.
When you listen to one voice, it will black out some other highlighted voices and highlight some of the blacked out ones. You have to figure out the order by looking at what's highlighted at the top and not get stuck in a dead end. In most chapters you don't have to hear every voice before you end it, but if you continue before the pictures on the left and right are clear you won't unlock the option you need to choose at the end of the chapter to continue.
I just can't comprehend why anyone would make something like that and why enough people would buy it to make it financially viable. But then again, Human Centipede got a sequel too. The subhuman market is big enough.
