I pretty large portion of Brawl was the fact that there were somewhere around 258 songs (not counting minor things like character themes) for the damn thing.
It's been confirmed by Samurai that there's gonna be one or two songs per stage, as opposed to the ten.

SSE's movies also took up a huge chunk. It really seems like Samurai cut off the bullshit and focused on more core things for the 3DS, which isn't too bad, if you ask me.

I'll try my best to explain it. With the game being on a smaller screen with lower resolution, files will be much more smaller.

Textures will be small on size, models have less polygons because of technical limitations so that reduces the size as well.

Music can't be as high quality so it's compressed and gets worse quality, reducing its size by a big margin.

See metal gear solid peace walker for psp. Lots of sound files because they speak alot. The models actually look very detailed for a psp game. Big worlds. Even then it's just 1.4gb.

The DS had games that were 256mb at most even if it was jammed with content (Pokemon black 2 and white 2 have alot of animals in it yet its 144.2mb)

Mario kart 7 is 1gb with 16 tracks on gamecube like quality graphics but smaller screen.

Framerate is going to be effected by the quality models and tracks loaded into RAM and pumped out by the GPU at any one time, not by the total number of tracks at all.
This is the same logic as the "Anon, the computer is slow because you installed too many games" bullshit. If it's not being processed by the game at the moment, it isn't slowing anything down.
I don't think it's really a big issue, though. They're obviously concerned with keeping the game more reasonable for digital downloads.

They have completely different audiences. It's entirely possible that Square wasn't as concerned about the download size as Sora Ltd is.

And the tech thing is different from appliances. Their mantra is "if it aint broken, don't fix it". That's why they have a culture of overworking themselves to death.
