When I was playing SMT4, I started out trying to give the responses I thought the demons would like. I only got good results about 30-40% of the time. Then I said fuck it and started being an asshole to all the demons. My success rate shot up to about 70%.

During full moon you can't negotiate at all, they'll just end up attacking you anyway.

There's RNG the moment there's not consistency during negotiations. Selecting "the right options" just depend of whatever RNG % you get by chance during that moment. Sometimes, during not full moon days, you would find there's not correct options and demons would attack you anyways just because you are unlucky.

That doesn't change there's a success rate involved. You could actually improve that sucess rate with skills if I'm not mistaken too.

And sometimes there was not correct answers, or all of them would be correct answers. The game just generate some random % of sucess to answers before the battle and you need to gamble your way until you get the "the demon looks to you with interestest" or whatever would the game say.

Why aren't there more games out there that involve demon/monster negotation/capturing AND fusing?

Well that's more of a technicality. Considering that people are continually reborn, die and get reborn again, individual perspective is a little small-scale. If the world is reset, whatever state the person who was Raidou ends up as will be free of the suffering, or at least should be free from Avici. Whereas Aleph, no matter how many times he is reborn, will always get shat on because the Great Will ordains it to be so.
So on an individual scale, it would suck to be Raidou, but in the grand scheme of things, Aleph has it worse.

You're confusing the Great Will with YHVH and its other manifestations. The closest the Great Will has ever been to being stopped is TDE, and even that was ambiguous and probably didn't happen.
And while TDE may have interrupted the Conception for all worlds (in theory, at least), it doesn't actually end anything, as the Great Will is still around and has to be fought, with Lucifer, Demi-Fiend and all the Chaosfags on hand to take him down. Which clearly didn't work, because SJ and IV still happened and the cycle commenced again unabated.
