That may have been the case in the first game, but I think after 2 she really became the star to the fanbase. JenHale's performance is a little more dynamic than male shepard, but then again neither of them were really allowed to emote too hard, considering the massive amount of dialogue they both had, and had to keep a consistant performance so the lines didn't sound odd.
Have it affect the game in the slighest way other than who is bonkable. Then again, it was Bioware.

What I liked about Midna was that her personality contrasted with her child-like appearance when she was at her strongest.
Showing a fully-grown, sexy version at the end undermined everything.

a "female character" is different from "a character who is female".
If a character is female but doesn't ACT female, then there is no point of them BEING female. They might as well be a robot.
Crying, changing tampons and bending over tables would convey that they are female, but wouldn't develop the story in any sort of satisfactory sense, so that's a null point on your behalf. Good writers can advance the plot while making the character more than just mannequins.
