The people that made most of the old non nintendo platformers simply left the industry.

In the case of playtonic/rare, I think giving them too much creative freedom let them to implementing way too many ideas that just dont work and they always had the mindset that the bigger the world the better, instead of bothering to make it more interesting or cohesive as a whole. Reason why Banjo Nuts and Bolts and Yooka Laylee actually share a lot of the same problems when you strip them away with the car mechanics for the former and tons of minigames for the latter.

Something that's really important in platformers is that the very act of moving around needs to be fun and satisfying. It's really genius that Nintendo understood this since the inception of 3D platformers when making Super Mario 64, when other devs didn't even have an idea of how to do 3D control. In 3D Mario you can jump, triple jump, back flip, side flip and wall jump. You can move like a ninja just going from point A to point B if you're skilled.

I played Tearaway Unfolded recently and it was pretty bad. You move slowly, the game's gameplay lies in fetch quests and gimmicky challenges, and the game doesn't even give you the ability to jump for hours. It's like playing Twilight Princess and not getting the sword until hours in. It sucks and other devs will never understand what make platformers tick like Nintendo does.
