First learn to execute everything with one charater (throws, commands, supers).
Then beat arcade/story mode on highest difficulty level.
Then start playing with friend on your skill level. You will both learn to counter everything that way.

arcade mode is pointless as they read your inputs.
Just make sure your execution is good and footsies as well. (Don't throw fireball when he is jumping distance)

First off is it SF2 turbo? Don't play the other previous versions OP trust me. Check the wiki for hitboxes. Memorize your character's bread and butter normal's hitbox and hurtbox. There's no move priority in turbo only i-frames and stupid huge hurtboxes. Also make sure you can execute your Char's move about 90% of the time. Also learn about cross-ups and mix-ups.
