In many ways, Sonic Adventure was a product of its time. It had a hub world because, well, other big name platformers at the time like Banjo, Spyro and of course Mario 64 had one. It had a whole bunch of playable characters because the notion of having multiple characters to play as was a big selling point in 3D platformers at the time (see: DK64 and its five playable characters each with their own fucking set of collectibles, people sperging out over Luigi being in Mario 64, etc), and admittably it was kinda impressive at the time that SA had six of them, each with their own completely different gameplay style.

The reason the game even had a more realistic art style in comparison to the Genesis games was because they wanted to show off how powerful and high tech the Dreamcast was during that time. It's even why they went with Chaos as the main villain, as they wanted to showcase a character previous console hardware couldn't dream of rendering.

Why shouldn't it?

The whole point is that you and your character are getting better at the game, why shouldn't it be easier lategame than it is early on? Besides, most attempts to make the game more "difficult" later on just equate to inflated enemy health numbers/mob spam.
