The Harebrained games are awful and only carried because of the rich setting they take place in, and even then they did an awful job at implementing most of the mechanics.
The franchise went to the worst possible owner it could have.

MGS2 Raiden is a good character. The rooftop katana fight with Solidus was better than the shirtless fistfight with liquid, it was kino. The only problem with his design is him being a little too pretty because he's supposed to be a blank slate thematically, at least before the ending.
