Probably a controversial opinion but having finally beaten BB I'm going to have to say it's roughly on par overall with DS3. Lore wise it blows 3 out of the water but 3 has better boss fights overall and much more varied locations.

I've been on a big Mega Man research project, and my conclusion is that the two most important figures on MM1-2 were Akira Kitamura and programmer Nobuyuki Matsushima. Kitamura created the story, the characters, directed the game, created the levels, and designed Rock, Roll, Dr. Light. Matsushima created the game engine, which dictated the pace of the game, which because it was so slow, made Kitamura alter his plans for the game. Initially he envisioned a faster paced game. Matsushima also created the gimmick that MM changes color when changing weapons. Kitamura had initially thought of having a symbol on the head of the character but this wasn't working out.
Inafune joined the team mid-way through production, so most of the main cast had already been designed. His job was to design the last two Robot Masters, Elec Man and Bomb Man. He also designed Dr. Wiley and the majority of the regular enemies, including fan favorites like Sniper Joe and Metall. Inafune did the illustrations for the game and designed the game's logo. He did the box art and other promotional material, and along with the rest of the art team worked on pixel art animations.
Kitamura leaves the series after 2 due to not getting along with his bosses, especially Fujiwara. Fujiwara was against the idea of making MM2 in the first place. The new director of MM3 leaves the project part way through, and Inafune seems to have taken more of a leadership role at that point. As the series goes he becomes more important to the series. The first protagonist he designs is Zero for MMX. Then after Fujiwara left Inafune replaces him as series producer, starting with MM8.

IV, VI, VII and IX are the most beloved games by the most fans, and the ones I could easily recommend to anyone.
Out of those, I'd say 7 is a safe bet for a beginner. It was a huge phenomenon back in the days, and it's still very enjoyable, atmospheric and even comfy game. The gameplay-mechanisms are simple enough for rookies, but hard enough to master, soo it keeps even experienced players interested. There's also tons of optional side quests, minigames, etc.
After that, choose your poison. Since the stories and worlds are (usually) not connected in any way, you can pretty much shoot blind. Different things appeal to different people, and that's also why there's so much arguments about various titles in the series.
I for example really liked the FF XIII trilogy as a whole, but I know that many bash it as the worst blunder of the millennium and death of the series.
The ones I would personally recommend skipping are the NES originals (1-3) and the MMOs (11 & 14). I also wasn't too fond of VIII and XII.

FF7 is for newcomers. Or FFX because it's my favorite.
VII does a good job of summing uo everything they learned making the first 6 games and encapsulates the early FF era pretty well. Maybe you could say it's overrated, but that's just a buzzword people use when they don't have a real criticism.
