Reminder that this cunt colluded with Gman in the very beginning of the first game. The scientists keep whining to Gordon about how the 'administrator' is very concerned with how the experiment goes, and the Gman can be seen talking to scientists before Gordon goes into the chamber.

Also he admitted to knowing who the Gman was at the end of HL2 and hints that there's much more that Gordon doesn't know
