Reinhardt's charge can close small gaps, but he can't fly, unless Trashsquirrel or McRocketlauncher boop him. Mercy's Guardian Angel behaves similarly to a charge, being an ability that gives you a short burst of mobility within a limited range. Nothing about GA/floating indicated that she had an ability to freely move both vertically and horizontally at an increased speed with no limits. If she could, her technology would beat jetpacks by a long shot.

Despite that misconception, it could just be boosters of some kind with thrusters for more horizontal movement. To go with your other point about lack of engine/fuel, it could very well turn out to be the wings cause what other purpose would they serve? Image? Yeah, maybe, but I doubt she would get any sort of funding or okay from pre-petras overwatch to build the suit if they were just for aesthetic. The setting has hover cars. She, with Torblerone's help, could very well have some sort of specialized hover "thrusters" that can get overcharged into being flyable. It's also out on ptr so you can easily see how she actually "flies". Looks more like a boost into the air then gliding back down but with a lot of mobility in terms of how you glide down.
If they do make one for her, god please let it include new lore.

Remains to be seen seeing as how the most reliable anti-Pharah thing in the meta was D.Va, whose defense matrix got nerfed, but can also engage faster and in the air, and has some burst damage in her kit with the missiles, but those still need to hit reliably and whiffing an attack on an airborne Pharah is just going to end up with her being pounced on.

Long term, I think it's just going to stagger the Pharmercy skillgate threshold is all. It'll be even more devastating at most levels of play but Soldier 76s at your upper 40% of play will still be good enough to mute its effectiveness, even against an experienced Pharah that can reliably rack up direct hits or synergize with Doomfist.

It might end up some kind of weird inverse Beyblade, where Pharah ends up a floating kill dispenser, dispersing ultimate buffs on top of turbo rockets, and dividing attentions with hover+Mercy going uber, while other characters leap in.

They're already probably going to nuke the pistol since people are already just using it to make Mercy fly around and kill people instead of using the ultimate as her ubercharge. It'll probably get tuned down to "haul ass and scare off anything that can't kill you in 2/3 shots."

It's the revive I'm more interested in.

She has to be much closer to a single target, and she's lost her invulnerability so no more swooping in to start the entire skirmish over again.

Under her ult she can crank it twice/three times depending on how you play it and if you pop one before using the ult to reset the cooldown.

But at this point we're probably just gonna be seeing your usual instalock mains begging for a revive and raging in chat.

That said, while this pretty heavily trivializes Ana and depending on how good the healing range is for both the heal-beam and the group-aura, even works as a dollar store Zenyatta ult, I think the numbers game and tweaking still needs to pan out to see how the final version will fare against Lucio and Zenyatta who still have better general utility outside of ults.

I imagine it'll still be really good in King of the Hill to keep up staggering if used judiciously, where Pharah and Mercy are at their most dominant.

There is no competition. Ana's anti-heal, Lucio's speed boost and Zen's basically permanent +30% damage on one enemy for the whole game provide much more utility than anything Mercy can do, unless she's hanging onto a good Pharah player. She shines in compositions when she has a reliable way to escape and fly between targets, but in everything else she's just, well, average. I imagine her ult with Ana's grenade might be able to heal through certain team-wipers, but then again, S76's healing pod with Ana's grenade can heal through things like Death Blossom long enough for the team to kill the enemy Reaper, so that's not much of an accomplishment.

Damage boost is just not that great of a secondary utility, and we already have both "heal very fast" and "damage boost a lot of people" ults. I don't see her pick rate jumping that much higher due to these changes, although having a single-player revival on a lower cooldown takes a lot of pressure away from "y did u die with rez uninstall plz", and it also means there's no more reason to save it for half the game waiting for that 5-man when a solo rez can save your team in a fight (i.e. solo rezzing Zen/Lucio who has an ult).

Eh. It works for Paladins. My biggest gripe with her ultimate is that it's too much of everything. She can fly, has infinite ammo, can heal and damage boost in a large radius, has an increased movespeed and range on everything, regens health, etc., all for 20 seconds, which makes it the longest ult in the game (runners up are Widow and Orisa with 15 seconds). At this point, the only thing holding her back from being a jack-of-all-trades mustpick is her shitty secondary utility.
