Virgin empire is essentially a continued series of one shots which runs off of character interaction instead of plot. Nothing is really happening in it except girls being gay. Which is all perfectly good and all, but it's not exactly an amazing story.

But every couple has a story and progression. That's like saying Ano Kiss has no story either since it follows the same formula. And in any case this doesn't indicate the quality of the manga nor the writing.

Either way Otome Teikoku is a great yuri manga. NTR is trash in every aspect and doesn't even deserve to be brought up in the same sentence.

Plot progression "and everything" is not just a checkbox you can fill in the "Is this shit good" form. Thinking like that leads to the wrong conclusion that dramatic works are inherently better than comedic ones. You can have good and bad plot or good and bad character development just as you can have good or bad art.

Virgin's Empire is much better at ecchi than NTR is at drama.
