I kept on thinking she was going to be a minor First District spy watching over every Hime, but especially Mai, Mikoto and Nao. She's a nosy reporter type who probably would look through everyone's garbage and when caught, everyone would laugh it off as the gossip monger's modus operandi without suspicion. She ended up meeting Aoi during the course of her spywork because she's roommate with Nao and ends up crushing on her.

That or she's related to Reito and Mikoto because they kinda look like they could be cousins, thus involved with the Festival as some sort of sacrificial priestess type who is doomed to die because the cult indoctrinated her to die for the sake of the Obsidian Lord.
