The Japs not liking him is the most surprising, but I think I know why. No matter how atrociously bad a character might be, if they have a good character design, they will be beloved in Japan. And no matter how you slice it, Andrew doesn't have a good character design. He looks like he is in his late 20s/early 30s, in fact I remember most people thinking he would be a teacher or a butler when the OP first dropped. I assume this was intentional, to make him look really mature for his age, but it just makes it feel disconnected when he hangs out with the witches. Furthermore, every major character in the series have expressive, cartoony faces except for Andrew. His face is narrow and aged, he looks more like a character from a gritty western inspired series like Psycho-Pass or something. Again, I assume this was intentional, to make him seem mature and mysterious, but it just makes him look out of place. You can see this most clearly when you look at the habits of hetshippers, who have latched on to Frank, of all people, because he actually looks and acts like a character from LWA.

Honestly, this was probably the best episode of the show in awhile. Plot actually happened and hopefully things will start moving. LWA has just kind of been stagnating with an episodic structure that didn't really tell any stories. Akko's card game seems to hold the answer to every hidden mystery in and around Luna Nova, Diana conveniently started researching the 9 witches just as they turned into a plot point and the teachers handing over the key to a forbidden archive to a student just like that so that she can grab the right book the moon was showing to her. If Diana didn't accidentially visited the director on the right hour of the blue moon event, would the teachers all forgot about it?

And yet she was right about Akko's tendency to sulk and be immature when things don't go her way, which is pointing out a distinct character flaw. She's not "bitchy" for no reason. Most of her antagonism serves to further make Akko square up. That's helping to motivate and drive her.

They both want the same general thing, which is to keep magic alive, only in different ways. Diana is a technician while Akko is a performer. And this last episode? Diana wasn't happy at all when the Moonlit Witch title was given to her. She saw Akko as the one who is deserving of it.
