They can use all sorts of fiber powder (to bolden a hairline or hide thinning), products with varying textures and volumizing qualities, and styling techniques to make someone's hair look however they want to a reasonable degree. Shit that works great for a few hours of indoor shooting, but for the average person could wash right out in a downpour. Even if an actor isn't balding, the hair people still work their magic because of strong lighting because of strong lighting that can light up your scalp like a Christmas tree, plus attractiveness and virility sells. Jon Hamm could've already been thinning in the right picture and you'd never know.

It's possible he got a transplant at some point, which means the hair at the front (which came from the back and almost never thins) will stay the same but hair native to further up the scalp kept receding. I think they typically recommend you get on drugs like finasteride after getting a transplant to prevent that from happening, or else you're just going to end up with a weird balding pattern and need another transplant.
