Curry all the way. The movie version of Pennywise was just this force of nature that would appear and wreak havoc for a period of time. You didn't really feel his effects once he was off the screen. Skarsgard only seems worse because he isnt the highlight of the film. In the new movie all the kids are excellent and the atmosphere and everything else is really outstanding. As a result Skarsgard doesnt really stand out. Tim Curry meanwhile was literally the only good part of the old one so thats why he is remembered so well.
Skarsgard is better in my opinion but he comparatively wasnt as good in his own film as Curry was in his.

I absolutely loved the movement of Pennywise is this movie, from the refrigerator part to how he propped up like a marionette during the final battle.

Skarsgard reminded me a ton of roles played by Doug Jones with the contortions. He did a great job portraying how Pennywise was simply an avatar of the true creature with a vague understanding of how clowns act.

I think Curry's bright, eye-catching outfit worked out better than Skarsgard and his grim and gritty design. Seeing this flamboyantly colorful clown appear in the dim and drab setting of Derry gave him a surreal aspect whereas the 2017's IT tended to blend in with his surroundings. There might be an advantage to this but considering the tone of the movie and the nature of the monster, I'd still have gone with a more eye-catching design.

I expect that in the next movie Pennywise will talk and joke a lot more. In the book when he's going after the kids, he's trying to kill and eat them. It's only after they beat him that he becomes a lot more talkative because he can't just go after them like regular prey anymore.

There's a few things the Skarsgard interpretation captures better than Curry's. For starters, Pennywise is ageless. He takes the form of a young acrobatic circus clown, and an old one too. Although in the book he updates his appearance to seem more modern, I kinda like the timeless quality of his suit, which color-wise is much closer to the book.

And Skarsgard is a lanky motherfucker who stands 6'5" so he beats pudgy ol' Tim in the intimidation factor. This also allows for more physical acting, which plays up the creepy nonhuman aspect of Pennywise.

I'm going to say it again. Both performances are good because they accomplish different things.

Curry was good at playing a clown. He was loud, charismatic and genuinely entertaining to watch. His makeup was unsettling and it made it even creepier when he would just fucking snap. The scene where he's in the album dancing down the street then gets up in their faces and starts screaming about killing them is 10/10

Skarsgard's performance felt more like a monster pretending to be a clown, apposed to just a clown. His awkward movements, speech patterns and the whole thing with his lazy eye nailed the whole uneasy feeling you should be getting from this thing. The part where he's talking to Georgie in the grate and Georgie has to finish his sentence about the popcorn made it, at least to me, feel like this monster was just making shit up as he went and was only a clown because it was something kids could recognize

His body language and horrific contortion made it seem like this was a monster that was just wearing a clown like suit of skin.

Skarsgard did a better impression of what IT actually is. IT isn't a clown, but a demonic intelligence vaster than the entire universe that is trying to -mimic- the concept of a clown, but can't get it -quite- right. This is most shown in the Basement scene after It fails to capture Billy. It literally drags It's Pennywise body back into the shadows as how one would drag a puppet.

In particular that scene where Pennywise chomps Georgie's arm off the face Pennywise makes was so comical I have to question if the intention here was to recapture Tim's original performance.
