Stark genes aren't strong like a Baratheon's, all of Ned's kids besides Arya are supposed to look more Tully than Stark. It's just that Targ genes are super recessive and weak, the only reason any of them still have white hair is because of generations of inbreeding

There have been several Targaryan-Non Targaryan children in the lore. If they had purple eyes, but not targaryan hair, or targaryan hair but different eye colours than purple is random. For example, Rhaegar had two children with his dornish wife, the daughter had "dornish traits" brown eyes and black hair, the son had/has targaryan looks, meaning white hair and purple eyes. GRRM stated there is some magic involved in his story, meaning he doesn't care about what is recessive or dominant.
