What about the president's phone call and the scene where the general first starts going on about precious fluids? Or "Gentleman you can't fight in here, this is the war room"?
My perception is that the first 30-45 minutes of the movie isn't even trying to be funny. It's a masterclass of setting a specific tone so that once it reaches a certain point it can begin tearing down the tone for comedic affect. It's essentially the "big dramatic moment turns into a mwah mwah" joke that Marvel loves except only done once, drawn out for an entire movie, and done far more tastefully.

Some Like it Hot is from 1959, which is almost 60s, and it's very funny.

And there are movies from the 20s/30s that are still funny (most of Charlie Chaplin's work, It Happened One Night, The Thin Man, etc.).
