"The claim" has literally never mattered. The show begins with a rebel king, then switches to lannister incest children, then the queen mother of said incest children. As far as anyone knows Jon Snow is a bastard with no claim and they make of point of how Dany isnt respected because of her birthright but more because she's a scary fireproof dragonrider that likes freedom and stuff, classic Caesarian type appealing to the plebs. Tywin was the real king for half the series, Joeffry and Tommen were too stupid to use their power effectively, birthrights and thrones and crowns are just shadowd on the wall, remember that scene? Stannis had the rebel birthright and most of the kingdoms defied it, Viserys had the real claim and then nobody respected him.

Claims are meaningless. Thats the point of the show really.
