You're making a fundamental misunderstanding. Sure, abstract idiosyncracies get translated, but because they have a defined relation to what they could mean in english.

Think of it this way. Translating from Japanese to English is difficult because there's a lot of language connotations that are lost because Japanese is so much more context based. But even then, the translation is capable because the general meaning of a statement in Japanese means the same in English.

But the difference with the Tamarians is that their language takes on meanings within itself. If someone translates a Japanese metaphor to English, they do so by either localizing the meaning or explaining the meaning in a translator's note to some greater aspect, expounding on what the actual sentences mean.

There are a number of haikus translated Jap-to-Eng that don't make much sense until you are told that certain characters are used that have a double meaning. They have some supplied meaning that can't directly be inferred.

Now with the Tamarians, they knew absolutely nothing about them, but that only they were "incomprehensible." So how, without even the basic founding of simple sentences, would they be capable of understanding the more nuanced phrases?

That's the thing with the Tamarians: They lack that intermediary step of language that you can directly translate like "Hello my name is" because they go straight into metaphors that have deeper meanings to explain things.

We didn't even know what the Tamarian captain was named by the end of the episode. That's how distant they are from understanding one another.

I didn't say they would have understanding of nuance in Tamarian, I said the UT should be able to realize that it has encountered non-literal phrases and predict it to be a metaphor, even if the context is missing. There's a difference between automatically knowing what a metaphor means, and knowing that you have encountered something that fits the structure of a metaphor. I think he would have said anything he could that he thought would make Sisko doubt his resolve though. I could easily see him making a contradictory argument that letting him go would best fulfill the principles of the federation. Never bought into his moral outrage.
