The Russia front was over by 1917, it was a 1 front war by then and Germany was still occupying land in Belgium and France. The Americans had no desire to push into Germany and the British/French lacked the manpower to do so on their own.

That's BS. The German army was facing defeat near the end. A-H and the Ottomans were collapsing. The Entente would not accept any peace offer but utter surrender. The Germans tried to sue for peace with Belgium but was rejected. It's clear that the Entente was willing to see things through to the end.
