Which, yes-it-is-so, is exactly what would need to be done to the movie in order to make it fit your distinct criteria. You would have to make the black characters be not dumb, and consequently worth caring about.
I seem to remember that Da Mayor had some redeeming qualities but it's been a long time. I may be projecting that onto him simply because he's an older black man. Usually older black men get old exactly because their T is down and they've finally figured out not to act stupid all the time. But then I don't recall if Da Mayor directly participated in the riot.

The moral point of the story is that Radio Raheem *isn't* very sympathetic and is often kind of an asshole, but being an asshole shouldn't get you killed. Nor should Sal have had his pizzaria burned down just because he lost his shit and called some people 'nigger' and wouldn't hang photos of black people on the wall. It's a great film because it creates a racial Rorschach blot, even if Spike Lee in interviews seems to side more with the black characters.
