They may not have seen much of each other in the years or decades before he went away. Billy may be remembering young Tommy from decades ago. Plus it's not just about age but clout, before Billy went away Tommy may not have been the violent mad man he was now.

He was busting his balls but the underlining subtext is that he was asserting dominance as the alpha to impress his friends and gain respect and pussy. And when his alphaness backfired he couldn't resign because he felt challenged and couldn't appear weak.
