Well his goal from day 1 was to find a superhuman like David that would use their gift to help others.
No clue what David has been doing in between the two movies, maybe despite the mountain of bodies Glass accumulated to find him he still felt an obligation to help, or maybe he was so horrified, it just made him retreat even further into normalcy.
With the Horde on the loose I guess he's really got no choice.
