Variety, an entertainment industry weekly newspaper, is filled with ads for people to come film movies and TV in their towns with significant tax credits and incentives (or just scenic, unique landscapes, like that place in North Florida where they filmed Truman Show).
Springfield, being such a shithole, basically purchased the cheapest, end of the classified section advertisement and they spelled "film" wrong because they're dumdums. Also, it doesn't mention where Springfield is, a reoccurring gag on the series.
