Because when Marvel fans say fun what they really mean is flippant.

Civil War elevated "fun" to the point of draining ANY dramatic momentum or consequences from the proceeding, rendering all the choices and actions in the film meaningless. As characters fought, they cracked wise and finished their opponents' jokes. This turned what was supposed to be a titanic battle into little more than a light scrimmage. Fun is cool, but there has to be stakes.
