In all seriousness, sure. But it's hard and inconvenient.
I've been to LA a bunch of times without my own wheels. If you're near the better-than-you-might-expect-but-still-massively-insufficient-Metro, or willing to spend a lot of money on cabs/Uber/Lyft, or a LOT of time on the bus, yeah, you'll survive. But you'll miss out on many of the best things that sprawling wasteland has to offer.

I've been to LA twice. Once without a car. It was doable but definitely inconvenient. The issue is that it's just such a sprawl that it takes forever to get anywhere. So if you live in one part of the city and work in another, it will take you forever to take a bus there. I went from Hollywood to Knottsberry Farm and it took like 2.5 hours of multiple buses.
