What's wrong with hostels?
In terms of budget, if you are willing to slum it up, you won't need much
You can buy food from the supermarket and even Feebo which I never had but people saying it's not the worst
In terms of weed in that budget, depands on how much you smoke but don't buy the expensive stuff, you can reaserch the manus of coffeeshops and find what you'd like for cheaper in a lot of place so you can get a gram for around 13 euros so if every buys one and since you don't smoke that much, that can last you for the day or even two

I don't like them
Most of the time they're crowded and really isn't fun when you're just hanging around and you get waiteress always pestering to buy something to eat or drink
So I just buy the weed and go outside to walk around or sit at a park

Just take them only if you feel 100% sure about it, do not feel anxious and turn your phone off.
Also stay away from the Bulldog coffeshop, and visit the Grey Wolf (?i. Remember there's wolf in the name) my favourite coffeeshop and one of the best in town

Better go to westerpark, plenty of nice bars and places to enjoy the city. Check out the Roest as well, it's not far from the Nemo center, basically an industrial park/site kind of place with a bar and restaurant next to the canal.

If you wanna party go to De School and Shelter (haven't been to that one personally but heard it's good), music is really good most of the time and the crowd is local, so make sure you know who's playing and don't dress like a tool. Most of the time you can easily get drugs while inside.

From someone who grew up and still lives in Amsterdam:

1. Find an airbnb I'd say because Amsterdam hotels are too expensive for what they offer. Avoid booking anything north of the IJ lake, west of the circular highway, southeast of the circular highway, in the Rivierenbuurt and in Bos en Lommer / northwest of the Nassaukade. Schiphol is fine though, public transport to and from the city is excellent, won't be more than 60 mins from anywhere in the city at any time from door to door except maybe at night. I take it you're gonna have late nights so in the interest of getting home it's maybe best to rent a bike or book a place close to a night bus if you're going away from the center. If you really don't want an AirBnb I'd just settle for one of those hotel chains like CitizenM, Novotel or Ibis. Local websites don't really exist for the purpose of offering rooms to tourists.

2. Dutch hygiene quality is pretty good and you can pretty much eat anywhere without worrying about getting sick. In fact, cafetarias like Febo offer quality food at very decent prices. You can save money by not visiting hookers and visiting cafés outside the central canal area. Buy food and drinks at supermarkets (Albert Heijn, not Albert Heijn to Go), it's dirt cheap there even in the city center. Don't go to cafés in the city center, outside the center a 33cl beer is 2-4eur, inside it is 6-8eur. I could give you tips for public transport as well but it's too complicated to justify the effort.

3. Visit parks and focus on architecture (ie just walk from park to park through random neighborhoods), they are really beautiful in Amsterdam, and don't fall for tourist traps like the sex museum or the heineken experience. Don't go to Anne Frank house but definitely visit the three main museums around the museum square. Amsterdam is great for shopping as well, which is what also attracts lots of Dutch people to it (in areas like the Kalverstraat). If you're a hipster go to De Negen Straatjes. If you're into street markets go to Dappermarkt and not to Albert Cuypmarkt. If you're rich as fuck go to PC Hooftstraat.

4. As a rule of thumb, coffeeshops outside the city center are really good with helpful staff. Edibles are kind of a hit-or-miss, even my favourite coffeeshop gets them wrong sometimes.

To the guy above, I've never had someone offer me drugs anywhere. Neither pickpocketing attempts. I must look like a local, people do offer me bikes all the time...

Overpriced (the minimum is 50€), the quality isnt that good, it goes from 4/10 to 7/10, with the occasional 9,5/10 that will cost you a lot.
