Budapest is great, wasn't a fan of Belgrade desu. Croatia is great along the coast too.

Belgrade is a huge metropolis with just a few sites worth seeing. Everyone raves about the nightlife but I didn't think it was any better than Budapest's. Plus Budapest has loads of great sites to see all over the city and great food. I went to Belgrade right after being in Budapest so perhaps that amplified the contrast. I will definitely go back to Budapest, Belgrade probably not.

Everywhere? I've solo traveled through Poland, Ukraine, Czech Republic, Slovakia, Hungary, Lithuania, Latvia, and Estonia. It's all easily doable. Balkans should be even easier.
Eastern Europe Easy Mode: Tallinn, Riga, Vilnius, Warsaw, Prague, Bratislava, Budapest, Former Yugoslav countries
Eastern Europe Hard Mode: Tallinn, Riga, Vilnius, Minsk, Kiev, Chisinau, Bucharest, Sofia, Former Yugoslav countries

Absolutely Riga, Capital of Latvia. Riga has preserved many beautiful art noeavu buildings from 19th century comparing to other Baltic cities....
I'm currently solo traveling through the Balkans.
Went to Budapest, Belgrade, Montenegro (great country!), Mostar, Sarajevo and now I'm in Zagreb.
I've had no problems at all.
But really it depends on what kind of stuff you want to do.
