If you have enough money you can basically buy citizenship anywhere.
I'm not aiming to antagonize you, but I think you're failing to consider the reasons the foreign state wants you living there for a while before considering you one of its own
for more of less, that time is spent ... well ... becoming a part of that state
that said, where are you from and your parents and their parents and so on? some places have pretty lax citizneship by descent -- Ireland and Italy spring to mind

With money, as stated above, it's not that hard... Citizenship still takes a while in most places, but you can buy a legal Montenegrin passport for something like €500,000. Many more countries than that will grant long-term/permanent residence to many people in exchange for a few hundred thousand. Not citizenship, but in practical terms pretty close.
In addition to the semi-generous countries mentioned above, Hungary used to have a pretty good program if you have Hungarian grandparents, and Spain grants citizenship pretty quickly to anyone who can prove Sephardic Jewish ancestry from territories that are now (or were recently) Spain.
Assuming none of these apply to you (American?), you're basically out of luck. You need either to be established in a country or have a good argument as to why they should let you in. A random NEET adds little value anywhere, and citizenship conveys both rights and responsibilities.
You can buy Panamanian residency for 10k, which is a pretty good deal. It's just residency, you can't vote or work, but you can stay there indefinitely.
I think because of how Norway got Svalbard as territory to administer, it's a 'free area' and you don't need to be a Norwegian to live there. Some refugees have gone there because they can stay forever once admitted. Don't know if you want to go to the northernmost civilian settlement though.

You can go there if your country signed the treaty but it is virtually impossible to get to without passing through norway itself first, also the governer can deport you if you cant support yourself, and accomodation outside of a job is next to impossible to come by
