I want to spend 3 months learning Spanish (I am around A2 level), and doing something physical like martial arts and working out daily. I also don't want to be paranoid about safety. More info: I am happy to take daytrips from my 'base' city. I just want to soak up urban life for a few months rather than travelling around too much. My goal is to just get in shape somewhere warm away from the Canadian winter, go somewhere where people are friendly and not get mugged or killed.
If you really want to learn Spanish, go to a place where you can get a local girlfriend easily. That is how you will really learn. Chile, Uruguay, and Argentina are the hardest in that respect on the continent, and also where the accent is the hardest to understand and English is widely spoken. Not great places for it IMO though many do it there.
I recommend Peru or Colombia. In Peru, Arequipa or Lima is your spot. In Colombia, MedellĂn would be a good bet. The only problem with Medellin is that everyone will assume that you're a sex tourist.

The obvious choice would be Buenos Aires where you have everything in one place but the costs of living there add up fast. You have endless options to blow money away 24/7
A other good choice would be Vina del Mar in Chile (2h by bus from STGO, runs almost 24/7 and the price is about $3), although it's never really summer there more like eternal spring.
But it fulfills all your requirements but one it's not the very large city urban life.

The first week of December is good enough, no need to get into the busier Christmas week or Day. All the stores are in high decoration mode, the air is crisp, the Rockefeller tree is lit. It's nice all lit up. Going alone? Or have cash? Part of the fun is doing all your christmas shopping, power shopping visit. And, being with kids, or family, or someone you love makes the hot cider extra sweet. No eggnog anymore at Tavern on the Green. I think a few old movie standards don't really exist anymore either.
Wanna know how much it is? Try booking sites now for air and hotels, and price your trip. Hope that in 2017 we don't have extreme oil prices or something worse in the economy, and you have it all figured out.

I am not looking for a tourist attraction where I can see a martial arts demonstration, I would prefer something serious where I could stay and train in the ways of the monks for a period of 1-6 months. I might be moving to Beijing for at least half a year next year. My spouse is from there so accommodation and so on is not a problem. Looking at traveling around Yugoslavia with a friend, and setting a "home base" along the coast of Montenegro where we would spend most of our vacation. The rates seem REALLY low on AirBNB for a monthly rent, and it seems like a prime location for resting between trips to the various countries surrounding Montenegro, but I wanted some input and advice from anyone that has done something similar. Is Montenegro a safe and accessible country to reside in for a lengthy period of time for 2 Americans? Would another country in the region be better for a "home base", or is the idea not an optimal one?

I drove from Tirana to Sarajevo via Kotor in Crna Gora in September this year. From Tirana to Kotor it took about 6 hours with 1,5 hours on the border (unusual I was told - all other crossings took 15-20 mins). From Kotor to Sarajevo via Mostar was about the same time but with an hour to see Mostar.
The roads are fine in all countries (we took the main routes though). They're all single carriageway though, except just outside Sarajevo where there was a brand new toll motorway where you could drive at 130km/hr. Driving standards are quite shit but Albania is 10 times worse compared to everywhere else. You'll need an insurance green card to cross the border in a hire care.

It depends where you want to visit ? For me personally Sarajevo was the best city, Slovenia the most all round beautiful (but then again Slovenia is the best country in the world), Montenegro had the best nature, Albania the best food, Serbia the most friendly people and I haven't been to Hrvatska or Makedonia. Dont bother with inland Montenegro/Podgorica - it's pretty bleak.

I found Kotor on the higher end of prices for the area, but thats probably because Montenegro uses Euro.
Sarajevo was definitely the best city to visit while there.
I found car was better than train, when travelling.
