Basically you got to convince everyone that your background fits into what you want to do. Then you roll with a +5.

Escalation die is not good in 4e imo, the math isn't really built to handle it
Backgrounds instead of skills can work. A hybrid system where you have both backgrounds AND skills is stupid.
The partial leveling is fine, probably need to codify it more.

There's not really any abuse to be had with incremental level ups. At best, you have folks taking particularly potent powers, feats or features early on. But it doesn't really break the game any more than it would at those levels to begin with.
Backgrounds work fine for skills, but what are you going to do for the features and feats that all give skill bonuses?
Escalation Die would require item bonus being halved from magical weapons and implements for a proper balance of math across all levels. Plus, just providing the attack increase is boring. What made it interesting in 13th Age was how it connected with certain features and powers. I'd pass on using it unless you want to give everyone something else to do with the Escalation Die besides hit more as the fight goes on.

Ya that's one of my worries with the background system too.
The real reason he wants to use the escalation die is to speed up combat. We did 13th age for a bit. And i agree that all the mechanics built for the Escalation die is what made it worth it. otherwise you just making AC a weaker stat.

Bring it up to him. Skills might be a bit dull and samey, but if he's going to do something to replace them, he needs to make sure it works with existing stuff in full.

There are far better ways to do this. Tell him to subtract 2 from monster HP at every level the monster has (and to do it before multiplying for Elite or Solo). This will make combat faster without adding extra stuff to the game that doesn't fit.
