I advise looking up the total price of each set and either going by that OR by the amount of pricey cards per set. For instance, Kaladesh is an expensive set because of Chandra and Torrential Gearhulk, but you have a better chance of pulling a card worth at least SOMETHING with an Amonket booster.

Innistrad and Eldritch Moon are about to rotate soon. I'd go for Kaladesh(Fastlands are good) or I'd go for Hour of Devastation.
