I'm sure that she would instead use her draconic magic to set up an elaborate tournament with the money she spends on the festival for wannabe heroes in a sort of mass LARP-ing, once she got the cooperation of nearby governments of the nations she wants to draw on..
Like a Tournament of Heroes taking place once every ten years.

As for adventure hooks:

A couple of ideas I've been spitballing at the DM

>A "loveable" rogue is actually a skilled actor using a bunch of magic items I make him look like a level 6-7 rogue

>A local group of bandits turned to banditry to escape the crippling poverty in the city slums that she created. Ran an extortion game and the party has been sent to take them out as they've become boring, but under the pretenses that they've been raping and pillaging the countryside

>A neighboring lord visits, but is going ambushed along the way by mercenaries representing an unknown benefactor. The party is hired as an escort and has to fight off mercenaries hired by the lady.

This description reminds me of a friend of mine's character, except it was an old red dragon the size of a mountain, it did it telepathically, on a world-wide scale through intermediaries, and eventually graduated to making its own realities to do it with, shortly before retiring to, quote, "watch the best damn interactive tv ever made."

As for hooks:
