I was thinking something along these lines except with bank robbers, after they rob a bank in Arkham and subsequently have a gunfight and chase with police they manage to get out of the city, they already have a safe house further out of boston in the snow mountains of vermont or some where else (not an American, don't know that many mountains on the east coast) Anyway, once they arrive they begin to look at their loot, they find a strange book and begin reading it aloud, big mistake. I haven't figured out the rest from there. I was also thinking of making it so you can play as either the cops chasing down the robbers, asking around down, following their tracks, or as the robbers , themselves, does that sound like a fun scenario?

Nole Nalestrom: Makes any inorganic object soft or stretchy. Super bouncing movement.

Feel Fresh: Shoot hooks and line at enemies. Mindcontrol people he hooks, also grab things and spider-man around.

Bad guys so far:
[Brass Monkey]: Teleports whenever hit with something fast moving. Shoots himself to pursue.
[Loud Pipes]: Can suck objects through his finger and have it come out the finger of the other hand. Can also detach fingers and nest them.
[The Jungle]: Can extrude or shrink any 2D object with an outline. Turns books into spikes, brings the ceiling down.
[Rocketman]: Centipede-like satellite monster. Shoots microwave beams.
Domsaya: Practices special martial art that makes him untouchable by stands.
[Even Matter]: Has the power to make things Even and Fair. Villain uses it to challenge players to wacky Stand golf.
[La Vida Loca]: Victims get sleepy and gradually freeze without access to a heat source.

The first time I dmed it was a disaster. But at least 5th is way easier for noobs than 3.5 on character creation, this is going to take most of the evening.

There are exceptions of course. Whelps and lesser draconic forms like Drakes and Wyverns are all well and good, but when you come to a true Dragon? Nothing they do should be boring.

Where a Dragon walks, the earth should shake. Where a Dragon turns its attention, people should be very afraid. When a Dragon speaks, people should listen.

A Dragon should be something you cannot ignore or dismiss, an echo of something deep and old and powerful that threatens change and upheaval wherever they go, whether for good or ill.

tl;dr Dragons should be a big fucking deal.

DM should play to the stats, as far as I'm concerned.

A dumb creature will attack the nearest, or the one that just really hurt it (which is a great way to excuse avoiding the tank, if it's resulting in every combat being a walk over).
A smart one will attack the squishies, if they're squishy they'll keep range from the melee, LoS ranged etc.

The GM cannot, by definition, cheat.

They can, however, be a shitty GM.

The problem is that, depending on context, what makes a GM shitty in one group might make them good in another.

It's all about knowing the groups expectations and preferences and being able to play off them to create an enjoyable experience. Anything you do in the name of that is fair game, anything you do which doesn't contribute to that is a mistake you should fix, or you're just being a bad GM.
