So we all know "You meet in a bar" is the most cliche way to start a roleplaying campaign. But it's an easy way to kick things off, so it continues to be used.
What are some better ways to start a campaign and have the player characters meet? I think it would be great to start a campaign with the PCs attending a funeral, maybe even with one or more as pallbearers. Then, at the wake, an NPC gives the adventure hook. A wedding could be another good mutual social obligation to bring disparate people together, but I like the funeral idea better.

What would a ruined city the size of a plane be like, and would it be a good campaign setting?
Assuming that the city is so massive that the sky is almost never visible, and the deeper you go, the older and more decayed the ruins.

However if you haven't decided yet... Savage Worlds will probably be best, just institute the death rules from Toon to make it more anime, and to prevent frustration from the SW exploding dice.
If you could get your hands on tri stat (a.k.a. BESM) your set. Maybe ninja burger for a super light game. If you want a real challenge try Anima beyond fantasy.
Or drink pool chemicals and brake fluid, whichever.

Seconded. I'd say use GURPS as an alternative to SW if that doesn't pan out, but that invites a nightmarish mix of balance issues and potential problems that only a more seasoned DM should have to put up with.

Just keep in mind that factions consist of people. They aren't monolithic entities. There will be internal tensions and differences, there will be members with ties to other factions. People can belong to or be affiliated with multiple factions - members of this family, that church, their place of work and so on.

I've played several games of it.
It's... good, fun, a lot of promise, but it is outrageously broken, with more than a handful of virtual I Win At This buttons, and a few actual I Win At This buttons.
It has all the problems of early WW mechanics magnified x4 due to the power scale. I mean, seriously, when you need to roll 40+ dice for a single action, you have gotten beyond the rim of sense.

Being how I've been told that GURPS can do anything, one of the things I've always wanted to do is to put this to a test by letting the players indeed do anything.

Sure, that'd work, as long as "anything" is defined as "about as strong as an ordinary person".
250 points is the typical level for "heroic" characters like Special Forces soldiers and street-level superheroes; once you start getting into the significantly superhuman (AI killing machines, flying brick superheroes) you start looking at scores on the tier of 500+.
Megatron easily costs far more points than any of those others; I honestly wouldn't be surprised if he spent more points on Damage Reduction *alone* than most of them spent on their entire characters.
Well, a hundred points is very little, so they couldn't actually get that much without lacking in some other areas. Otherwise, if the players are either affiliated with the system, or helped by the GM, very viable.

Maybe a more rules-light game would work better for this. 100 (or 200, or whatever) points can be spent in a lot of ways, and if the players are all newbies, you might see PCs raging from amazing to near-useless. In even the wildest of campaigns, tossing the books at the players is a poor approach. I would say that the system would work well for crossover games, but you'd need to check sheets and be there for chargen like for any other GURPS game.
