Depends how dexterous the arms are together - if only one of your four hands is good for writing and things then the value of 4 hands goes down a lot.

what are some instances where you think you have managed to create a truly engaging and intersting antagonist?
I had a villain who hated the BBEG with such pure rage that he couldn't allow anybody else to try and kill him. A session occurred where the villain and the pcs were trapped in a stable time loop where they killed each other over and over again. After being killed enough times, the adversary realized that neither he nor the pcs were individually powerful enough to kill the BBEG, but he knew his pride would ultimately undermine any working relationship they had. So he left his tools and resources to the pcs, ended the time loop, and jumped off the roof of a tower.

Do the bare minimum for planning. Let them bicker amongst themselves instead of railroading them
Agree on a caller and a mapper, delegate decisions to the group.
Consider dividing the players into two or more smaller groups.

How do your wands work? Who makes them? How do they make them? How do they aid in magic? Are they a neccessity or an accessory? Can normal people use them?

Wands act as one of many type of foci used to help concentrate one's ability to enforce their will, i.e use magic.
The short summary of how magic works in my setting is that you impose your will upon reality and command it in such a way to accomplish something it couldn't or wouldn't normally do. However, no human can simply will something to happen and therefore have to rely on a system of "signs and rituals" to focus the willpower enough for it to have noticable effect. This can range from doing a certain chant or a specific way the old witch woman uses to make her potions with particular herbs to scholarly wizards having to write out a complex equation to infuse a statue with a motive force.
This can assume any number of forms so wands arn't the only way one can focus their powers.

I may be pushing it with three. Exalted on Tuesday, Warhammer Fantasy 2e on Thursday, and running Rogue Trader on Saturday.
