Nothing about strategy or tactics. One thinks he knows a lot about politics, but is a just a radical centrist with an inflated sense of his own intelligence. He doesn't know anything beyond the generally vague outlines of the two major American political parties.

Basic tactics like ambushing and outflanking or recognizing either? Yes. Grand 'just as planned' strategies or understanding how to run legion sized units effectively? Very rarely.
I have studied historical strategies and tactics, but personally I prefer to just use human wave tactics.

I keep reading in various sources that IJN ships had poor damage control. Can someone elaborate on what they mean by that (and/or why their naval architects did not devote as many resources to it as in other nations)?

How do you find the high up space and weight on your ship to mount all the fire control equipment to put all those turrets to good use?

In American ships (and most nations in general, but USN was one of the ones that put most focus on damage control) every crewman was trained in basic damage control duties and instructed to drop whatveer they were doing and go help with damage control if something bad happened near their station. Additionally, you had several crewmen whose main duty was to do damage control. Over a hundred in the battleships.
IJN did not train their crewmen in damage control and in fact told them that if there was a fire or something, they should just ignore it keep doing whatever they were supposed to be doing. They had some specifally crained damage control crew, but only a handful even aboard their biggest ships.
I'm not entirely sure why they thought this was a good idea, but it may have somethign to do with their obsession with the "decisive battle". Basically, their entire naval doctrine in the war was centered in weakening the USN fleet and then engaging them with every capital ship they had in one final battle. In that case, you wanted to get as much firepower out of your ships as possible, so you want as many men loading ammunition, doing fire control, operating turrets, etc., rather than running around putting out fires. Since you expect your capital units to only fight one battle where the enemy must be crushed utterly, it doesn't matter if they sink half an hour after the battle due to leaking or fire, as long as they sent the entire enemy fleet to the bottom first.

Man, I'm in a similar boat, I'm getting back into it for the first time since ~2010 and it's in a pretty good way. Some of the new models are amazing, though there's a bit of issue in design balancing between being dynamic and visually interesting, like too many things all trying to be centerpieces.
It's a pretty good time to get back into the hobby I think with all the new stuff and fluff.

Armies are balanced again, so I'd say go for it. Literally, any force you roll up should be "fairly" competitive. Expect this to go horribly wrong soon, however.

Speaking of, what would be the most cost-effective way to get a ~1k army? Are some armies cheaper than others these days?
Along the same lines, what armies would be suitable for someone who's real rusty on the rules? Something not too complicated. I like spess marines, IG, grey knights, etc... but really anything other than fucking eldar or sisters is OK.

Arbitrary attributes suck. Attributes and stats should be based on what matters for your game. By starting off from that point, it makes it a lot easier to make them all worthwhile and interesting. Arbitrary stat systems just tend to massive internal imbalance, see WoD as an endless example of this.

Is there an option for me if I want to play an angry spell caster who taps into his rage to empower his magic, but I DON'T want to go heavy on the martial side so something like Bloodrager is out? I'm picturing something like a wizard who can empower his magic somehow when he's angry, becoming like a nexus of arcane fury until he's so exhausted from the exertion that he collapses, but he's still a twig of a man who wouldn't be able to swing around a heavy steel sword without falling over.
Or is this a concept that just can't work in Pathfinder right now?

My DM isn't forcing me to make a decision, my brain is because it's a dick. If I'm lucky, my DM will decide for me if he doesn't allow the new idea.
I had a character on the backburner for a while now that will fit the game, and am excited to play him, but now I've got something new I like stuck in my head too and I'm not sure which direction I want to go because these two ideas feel incompatible with each other.
