Maybe you could do a thing with dogs that get turned into were humans by being bitten by a feral wolf were human who wanders into the village and bites a domestic dog while in man form, and then the dog spreads it to other dogs until all the dogs in town can turn into humans and they get up to all sorts of shenanigans stealing meat and trying to hump women.

That sounds cool but I wouldn't have every dog be one. Just a single dog that slowly realizes what the fucks going on after a couple transformations since dogs are kind of smart, and then trys to run away when he knows he'll change so the party's got to track him down, only to learn about him being a were-human, and then they'd need to explain what's happening to the villagers.

Well, for starters, why did they move to the jungle? What about it grants the same utter isolation that living in the bottom of the ocean can grant? That's why Andrew Ryan built down there, to assure the "evil governments above" couldn't intervene by force.

That said... if you want to mesh Bioshock with a jungle setting, you could find a useful philosophy in Social Darwinism. Until the Nazis made it politically unfashionable, this was a huge belief system touted all over the world.

Your "utopianists" came to the jungle to seek purity through strength, to winnow out the weak and make themselves stronger. Maybe focus on biotech and/or psionics; the strong command the weak, who live and die as the strong see fit.

The strong, of course, end up devolving with some ADAM-stand in - maybe a mutagenic virus contained in a deep jungle flower, ala Resident Evil 5? - and you have a lot of man-beasts and man-plants taking over what was supposed to be a bastion of racial purity and eugenically engineered strength.

...Yeah, the more I think about it, the more I'm convinced that eugenics and social darwinism are the best-fitting social philosophies to build your neo-Rapture from. These were legitimately popular beliefs in the 1800s and 1900s, up until the Nazis showed the world what their logical conclusion would look like. Dieselpunk meets biopunk, with a dash of toyed-with pulpy Darkest Africa for backdrop.

Yes. Historical fiction in general is in decline. You could probably write an academic paper about the reasons.
Part of it is probably the decrease in historical education.
Also, fantasy/sci-fi has been expanding in all directions. Broader genres and sub-genres. More appeal and interest with women, young adults, minorities, etc. More international audiences and more imports.

From Wikipedia. More realistic stories can be enjoyable. You've used ASOIAF as an example. ASOIAF is good because it's a heavily detailed world with a deep history and interaction between characters. It doesn't rely on high fantasy tropes to be good.

I love the sort of dungeon that used to be one thing and has now been taken over / repurposed as another.

I'm sketching out a dungeon right now that used to be a secluded magical insane asylum until the prisoners broke loose and took over. Probably gonna have some spooky caves with psychedelic slugs or something running underneath it, but I still need a few more ideas to flesh the place out.
