Can you give me advice on how to find more experts on the system I'm running a game in? In this case Mutants and Masterminds 3e.
I would like help stating up custom monsters and enemies without spoiling them for my players.
Two my players have played and GM'd the system before. They taught me how the system works. They browse /tg/ and the roninarmy forums.

Has there ever been a moment in 40k lore where some inquisitor gathers soldiers from different regiments to form some badass Imperial Guard squad? Can it ever happen? I've had a fascination with the concept of hive minds since I was first introduced to them, and I think it's a shame that they don't get explored more often.
90% of the time, Hive minds in fiction are depicted as evil creatures whose only goal is to "assimilate mankind, resistance is futile"
I want to see more ways the trope can exist, and I want to see it used in more interesting stories.
stories like "A Song for Lya" where the "creature" in the hivemind is simply a fungus that eats people's bodies with the side effect of absorbing their minds into a psychic network where all minds are melded together
or "Ender's Game" where a war is started on accident because a hive mind society doesn't share our value of individual life
or even fucking Rick and Morty, where a hive mind is simply one mind inhabiting billions, and the mind is capable of having a relationship with an individual
the concept of a hive mind is so inherently terrifying and interesting that you figure it would be one of the most common fantasy tropes, alongside zombies or giants, but they're surprisingly lacking
I like the idea of bringing Illithids to their natural conclusion
they use their psionics to turn other species into thralls, so wouldn't it follow that there be a central mind enthralling all of the illithids?
In a sense this makes them a hive mind, a single mind controlling many minds, each in turn controlling even more minds, until all of creation is under its control
it might be a little too close to the borg's "you will be assimilated" cliche, but still a new take on it.

depends on the deck but between 1-4 with the notable exception of my casual esper control deck that runs 6

I tend to avoid MLD because I play with a wide range of players, and I don't want to completely scare off the newer/more casual guys.
However, Blood Moon/Back to Basics is completely fair game because it hurts the players with expensive decks much more than the casual guys running mostly basics.

Etc.
Decide on some basic buildings.

Give them basic stats like

Classic RTS had its time to shine, but its failure to return despite many efforts show the reason why it disappeared in the first place: it gets old fast.
AoE had a bunch of game mods and more focus on different resources to get around this, while WC and SC added micro to single units and heroes to keep things interesting, while having an enjoyable SP experience due to variety of goals and situations during missions.
But C&C and its clones really offered very little to the whole "spam some units and lead the blob" apart from the odd "defend here" or the stealth missions.
Hey friendos, I'm about to start a new mini-campaign and I want to include a "kill the rats in the inn" quest. Only this is an experienced party and so I want to fuck with this particular trope and do something fun. I also want the innkeeper, who is a badass retired imperial soldier, to be in on the joke and be messing with the PCs. Any ideas?

1. The rats are way stronger than the PCs expect, and they are not let in on this detail.
2. There are so many rats. Tens of thousands of rats. Potentially infinite rats from the elemental plane of rats. They must enter the Rodent Gateway and stop the Rat God-Emperor within.
3. There are no rats.
4. The rats are ghosts.
5. "Rat" was figurative speech to refer to unsavory individuals who hang out down there. They really don't need killing, just some talking-to about life decisions.
6. The rats have an entire civilization down there, and are clearly sapient.

Really depends. Bards could have any sort of motivation, potentially something as simple as political reform. Maybe he's from the beaten underclasses and is inciting the kingdom's populace to eventually overthrow the monarch in bloody rebellion. The players would be the disposable thugs hired to keep the crown's hands clean of it all.

First recommendation: Don't FORCE the player characters to interact with them. (This should actually apply to just about any NPCs that aren't enemies, but here in particular.)
Second recommendation: Don't make them be around a lot, unless the players clearly like them being around. Let their encounters with this other adventuring party be sparse, and for goodness sake, think twice before planning for the PC party to go on a dungeon raid with the rival party.
Third recommendation: Make sure this other party is well balanced, and at best roughly equal or even a bit weaker than the PC party. Have some of them injured/recovering from injuries when you have the PC party encounter them, at least once; that should give at least the subconscious impression that these guys aren't invincible, Mary-Sue DMPC types. Giving them some character flaws couldn't hurt either.
