Of course not everyone is a genocidal conqueror, but peace is maintained by a certain balance of power: the belief that there is more to be gained through peace than war. A situation where war is favorable over peace is difficult to imagine when your potential enemy/trade partner/ally literally cannot defend themselves. You'd lose what, two or three guys at best when marching into a gnome village? Extremely favorable odds as far as war is concerned.

Halflings live in placid villages in remote places far from the sight of man since the genocides.

Those who travel too close to a Halfling shire are always turned back, scared off or mysteriously disappear, often before they even know how close they were to finding the village. A human who actually manages to stumble across a halfling shire finds a oldly calculated show of quaint, merry little hill folk, friendly and welcoming. They will be very offended if you refuse their hospitality and seem exceedingly polite and gracious until you finally choke to death on their poisoned honey wine.

No gnomes, because they don't fill in any mental space that's particularly unique compared to dwarfs or goblins or halflings. Goblins are already tinkerers, and halflings have got the small annoying schtick down pat.

Country could be interesting in a cyberpunk cowboy kind of way. Wouldn't surprise me if it's been done before. The old school hip hop/rap thing could also be pretty cool aesthetically, would probably have pretty heavy themes in classism and shit like that, though that's pretty standard for cyberpunk as a whole.

It would have more of an affect on the fashion and the aesthetics of the world then anything else, unless you were looking for something less dystopian though I'm not sure you could even call it cyberpunk at that point. All in all it's an interesting idea to toss around but there's not a lot of substance to it.

I suppose. After a point it's all aethetics from there. I don't actually think you could really innovate on the theme of cyberpunk without branching out and making it not cyberpunk. Going into the the hip-hop theme would be retreading old grounds of classism and maybe a bit more racism I guess if you decide to use some kind of expy for blacks in the hood or something although I am amused by the idea of crips and bloods Shadowrun style with mages, riggers, and hackers and standard issue.

There's a player in my group that tries to basically do this every chance he can. It's not too annoying, but I can't help but ask why the fuck he even bothers playing if all he wants to do is ignore damage and barely participate in anything else

Yes. The only aspects of a powergamer that are actually *bad* are a tendency to steal the spotlight and a tendency to make other players irrelevant. If they aren't present, go nuts. If anything, this sort of creative munchkinnery ought to be encouraged.

Personally, I think that some of the better artists for anime-style art are an untapped market for ttrpgs. As long as you avoid pulling a Spheres of Power, you can get a tightly-done, well-made set of art pieces for a book that give it a certain feel for a bit cheaper than "traditional" fantasy art.
