On stalling or quick scoring.
In general you score quick if you have a bunch of KOs and/or your players are in danger of being blocked and injured.
Like wood elves usually won't cage (there's always a chance they get a couple early KOs and they out bash someone), but in general if you have low AV and a chance to score you'll take it.
If you have piece advantage and can cage without too much risk then it's obviously the correct strategy.
Usually stalling will always cost you blocks and amour rolls but it's not uncommon to be in an advantageous scrum where you can stall while retaining block advantage. It depends on what team you are, what team you're against, the status of casualties and kos and above all else the match score.

"But why GURPS?"
1) The splatbooks/worldbooks are universally written by people who know what they're talking about. The Fantasy book is written by archaeologists and historians, the Space book is written by astrophysicists, the Guns book is written by gun experts, etc. The factual mistakes are few and far between, and almost always acknowledged later. They give great advice on how to make believable worlds, how FTL affects society, how magic changes warfare, how real supernatural elements change secret societies... or how to ignore all realism and make whatever setting you want in a way that players can't take advantage of. They're great reads, even if you don't use the system.
2) GURPS has rules to handle anything. You don't need to use them all (why bother with rules for asphyxiating in a vacuum in a game about biker gangs?) but they're there. So if a game doesn't go where you expect, and your party of adventurers buy a wagon and start managing a merchant caravan company, there are books to support that style of play in a systemic way, integrated with the core rules in a way that makes sense. This also makes it great for crazy blends of game. Dungeonpunk with automatic firearms? Yes.
3) GURPS by default uses "heroic realism". This is when the odds on the heroes' sides but reality doesn't bend for them. Two bullets will knock a human unconscious (but not immediately kill him - this is fairly realistic) but hitting a moving target more than 100m away in a firefight is hard as hell. It suits games that go for a realistic or gritty feel and gives a break from the slightly cartoony damage sponges in games like D&D but can be customised with optional rules to change the feel from "Fuck You, There Are No Heroes and the World is Shit" right up to "The Heroes are Good and Always Triumph Over Evil". Incidentally, what makes it heroic realism also makes it the best game on the market to play a game about Operators Operating Operationally.

I'll give my answer on that question:
1. Because GURPS covers almost all games I care to play, and making a conversion to GURPS usually faster, than learning and entire new system.
2. Because I like combat in GURPS. At it's base it is simple, yet there is enough options to make it as complex as you want it to be. It can give all the spectrum of feelings: from gritty and dangerous combat with "one mistake - one corpse" to heroic battle with lots of HP and good defences from either side, "swing it away".
3. GURPS designed as constructor. Seeing that I mainly play my own settings, that is a blessing. In other systems, I always begin with extensive homeruling to shape system up to my liking - and players don't always like it. In GURPS it is expected and encouraged.
4. GURPS have metric tons of skills, advantages and equipment. In most cases, it also have the rules to create them.
5. Almost every character can be created in GURPS. Almost every ability you imagine can be created in GURPS.

I'm on the spectrum. I was pretty bad as a child, but throughout my teens learned to be high functioning. The other players (D&D) just thought my retard breakdowns were RP. Everyone is autistic when they play games. Socializing is hard, but if you know the DM it's easier. You can mainly ignore the players, but if you are unfamiliar with the game master, it's hard to communicate.

Alright, more work has been done on the Fusilier (And especially the additional discoveries that are not limited to it.)

This shit baffles me. /tg/ will rant and rave for HOURS about "muh player agency" this and "muh meaningful choices" that, but then they'll go and say that it's okay that the GM basically railroad players every time a failure should mean that they miss out.
Let's define our terms. I've seen posters use the example of trying to get an audience with the king by chatting up the guards. If you fail your Diplomacy/Persuasion/Schmoozing roll to get them to trust you enough to let you inside, and the guards would otherwise take a hike, you should let them "fail forward." IE, you basically let them through, but with some extra bullshit baggage. Like the guard is some agent of an evil vizier and now he's gunna remember your faces or the guard thinks your mom is ugly or some other dumb shit. Because that is apparently a fair consequence of a roll made specifically to determine whether or not you can talk this guy into trusting you enough to get an audience with the king.
What is this dumb shit? This is railroading. This is LITERALLY railroading. You planned on the PCs talking their way past the guards, they failed, but oh hey lucky them you're just gunna ignore that failure and let em pass. But I guess they lose Karma points or whatever.
Why are you even rolling at that point? Why is it apparently better to give the PCs this stupid illusion of choice instead of either just letting them through without rolling, or straight up telling them that the guards won't let em through and that they had better think of another plan to get the king's attention, BECAUSE THEY FAILED THE ROLL? Is this some FATE bullshit or something?

That's it. I'm sick of all this "Masterwork Lightsaber" bullshit that's going on in the Star Wars system right now. Shock Batons deserve much better than that. Much, much better than that.
I should know what I'm talking about. I myself commissioned a genuine First Order Riot Control Stormtrooper's Shock Baton in Imperial Space for 2,400,000 Galactic Credits (that's about $2) and have been practicing with it for almost 2 years now. I can even cut slabs of solid steel with my Shock Baton.
First Order smiths spend years working on a single shock baton and fold it up to a million times to produce the finest blades known to mankind.
Shock Batons are thrice as sharp as a Jedi's swords and thrice as hard for that matter too. Anything a lightsaber can cut through, a shock baton can cut through better. I'm pretty sure a Shock Baton could easily bisect a Mandalorian wearing full plate Cortosis Weave with a simple vertical slash.
Ever wonder why the Galactic Republic never bothered conquering The First Order? That's right, they were too scared to fight the disciplined Stormtroopers and their shock batons of destruction. Even in the Clone Wars, Kaminoan Clone soldiers targeted the men with the shock batons first because their killing power was feared and respected.
So what am I saying? Shock batons are simply the best sword that the world has ever seen, and thus, require better stats in the d20 system. Here is the stat block I propose for Shock Batons:

19-20 x4 Crit
+2 to hit and damage
Counts as Masterwork
(Two-Handed Exotic Weapon)
