Last time I played 40K, people were still using Army Builder. Is that a thing that still happens or is there a good alternative these days?

You're thinking of sleep, elves don't sleep. They enter a kind of trance that is analogous to sleep though, and suffer symptoms akin to sleep deprivation if they go too long without it.
You switch radio channels quickly. “Both of you shut the fuck up.”

“KAGA!” you roar. The Japanese CV stiffens ramrod-straight out of pure military reflex. “You're talking to a ship that spent her whole war sitting offshore of big land bases and grinding them down with constant air attack - something Kido Butai was never capable of doing, I'll remind you. She's “forgotten” shit about continuous anti-land operations that “you never knew.”
Kaga betrays no emotion, but you detect a faint quiver in her jaw as she clenches her teeth.
“YEAH! SUCK IT, YOU ARROGANT TWAT! My airstrikes hit stuff that shoots back!”
Kaga sucks in a long, deep breath, and expels it over a four-count, reminding you of the focusing technique some martial artists like to use. (You never understood why they hissed at you before beginning matches - it never seemed to help them much.) “Very well. I at least advise great caution - we have friendly soldiers on the ground who are banking their lives on your support. The other fleet carrier has much more precise weapons than you or I ever had, so perhaps-”
“PERHAPS YOU SHOULD STUFF A TABI IN IT, TOGALORD!”
Kaga's mouth opens, and then closes as her mental gears are stripped halfway through parsing that statement.
“Essex, let's just stay on-task. We need you to-”
“I DON'T NEED *YOU!*” she snaps back. “I've been doing this all my life. This isn't even my first time hitting this particular rock! Why don't you shove off and let me do my job?”
“Essex, I know everything's confusing right now, but I'm begging you to help us out here. We never expected to have a whole extra fleet carrier on-hand, if you could just-”
“NO!” she snaps. “I'm not trusting anyone that works with a tojo-trollop like Kaga or any other filthy backstabbing nip!
You see Goto's manic grin fall right off his face as he catches your glance. You mouth something to him that sends him diving for another headset in a hurry; the thing oft-feared but never encountered:

“Essex, I'm begging you,” you say hurriedly, watching the overhead plot as the Bush's CAP turns and arrows south-east towards the unsuspecting Essex - they're carrying four AMRAAMs and a pair of Mk-82s with long-delay fuzes for dropping on shallow subs or uninvited torpedo boats - but they'll work just fine against Essex's unarmored deck. “We need your help.”
“I don't care what you need!” she snaps back. “It looks like you have plenty of carriers here, if you got one with so little to do she can bitch and moan on the radio at her betters!”

“Sorry I can't hear you through those closed-in hangar decks, la-la-la-la~”
The four-plane CAP is dropping low and hitting the afterburner - they're going to do a low pass and loft the bombs. Sweat begins running down your face as you realize you're running out of time, here. “Essex, if you don't back off, you're going to be in a heap of trouble.”
“Whatever! The USS Essex has never met a foe she couldn't best! I took a kamakazie to the FACE! Come on, if you think you're hard enough!”
The F-18s are closing fast, the shock diamonds in their exhaust leaving a visible wake on the smooth water as they thunder in. They're intending to buzz; to demonstrate what she's up against, but if she's foolish enough to open up with five-inch flak or something as they come in -
“Uh, Admiral Spoopy, I'm really sorry can you talk right now please?”
You blink. “Uh-”
“GUYS! There's TWO DOZEN uglies bleeding SAINT MOTHERFUCKING ELMO'S FIRE out of their GODLESS EYES and I am NOT equipped to fight underwater contacts! PLEASE ADVISE!”

Few sane minds could truly stand millennia of war. After the Volgan War, after the conquest of Mars, after the rise of the Termite Empire and the endless wars against the alien, after border conflicts and assassinations, after purges and pogroms, the endless evidence of man’s inhumanity would grind down even the stoutest heart.
Sanity, however, is an overrated concept.
The ABC Warriors started life in a comic called Ro-Busters, detailing the exploits of a robot search and rescue squad. The Ro-Busters eventually found new life in 2000AD under new branding in stories that gave details of their violent pasts and even more violent futures. The comic became one of the iconic serials of the British weekly, joining the ranks of Judge Dredd, Rogue Trooper, Strontium Dog, Slaine, and Nemesis the Warlock.
Between 1983 and 1984 the Warriors began, one-by one, to be introduced into a crossover storyline in Nemesis. Set in a demented future of xenocidal terminator crusaders, alien sorcerers and centaurs, neo-Victorian obsessives, time travel, poorly understood but highly advanced technology and maniacs of every creed, colour and species, Nemesis the Warlock formed one long story made up of several chapter-like Books, which we’ve all been along over the last few days.

Over the course of the story, Nemesis recruited the ABC Warriors to fight for him: the long-suffering hero Hammerstein; the cold, calculating sniper Joe Pineapples; the pea-brained destroyer Mek-Quake; the savage, bestial Mongrol; the pathological traitor Blackblood; the disgusting kludgy cleaner Ro-Jaws; and the mysterious sorcerer-knight Deadlock (sort of – its complicated). Over the course of years, the Warlock’s war against his arch-enemy Torquemada escalated into ever more bloody reprisal attacks. Following the betrayal of a jealous rival, Nemesis’ wife was murdered by Torquemada’s assassins and his baby son, Thoth, lost. Raised like a cuckoo by human parents, Thoth swore revenge against the species that had murdered his mother and the father that had abandoned them when he was needed the most. Thinking his son dead, Nemesis launched ever more ferocious attacks on Torquemada and the Termite Empire, eventually leading him to the murder of Torquemada’s own children.
Soon afterwards Thoth revealed himself. With the aid of a mystically empowered Tyrannosaurus, he aimed to travel to the Black Hole Bypass at the centre of Terra that allowed humanity to travel the stars and destroy it by crashing the black hole and white hole at its core into one another. This would not only utterly destroy Terra, but would also scour the habitable systems of the galaxy clean of life, eradicating the human race and rendering Nemesis’ life work utterly pointless.
After an adventure to the end of time which revealed that Torquemada had used the tang-like organic soup humanity would evolve into as a fuel source for his warmachines, inadvertently transforming their souls into a psychic monster called the Monad, Nemesis and the ABC Warriors split up. Nemesis would pursue his son Earth’s past, where Thoth meant to murder Torquemada’s soul by destroying every incarnation of the man throughout history. The ABC Warriors, meanwhile, would go into Terra’s core to attempt to repair Black Hole Bypass itself.
Inside the complex., the Warriors encountered many different tribes of humans and robots descended from the original repair teams. One of them, a woman named Terri, joined them after falling in love with Hammersteinand losing her baby son to an overseer robot. Terri knew the complex better than any of them, and was a strong and fearless warrior to boot. Things were looking up!
But the Monad had followed them back from the future and attacked the Warriors, possessing Hammerstein. Although it was eventually driven out, the physical and psychic wounds proved too much, and Hammerstein succumbed to death.
You can't keep a good robot down though, and after reliving ancient and long-buried memories Old Red Eyes dragged himself to his feet...

Well, the important things to remember about the Romans are what they had a habit of doing when they conquered people, as that's what would shape the fantasy setting, as well as real life.
The first thing is that everywhere Roman armies went, they built the world's first proper roads, connecting previously isolated people with a larger community. Along with this, they'd build various marvels of engineering, such as aqueducts along the way. Famously, Pontiac Pilate took money from a Jewish temple to do so.
Further, unlike future conquerers, the Romans didn't give two shit who you worshipped so long as you paid your taxes. However, they would insist on trying to "link" similar gods together. To use Judaism as an example, they'd basically go, "Oh hey, guys, couldn't help but notice you worship a sky god. We do too! They must be the same guy! Tell you what, we're gonna build a new temple to Jupiter-Yahwe for you guys to worship them!"
So, out on the edges of the empire, you have cultural erosion as Romans move in and build their shit everywhere and try to get filthy barbarians to wear tunics without pants like civilized people, teach everyone Latin, and start replacing people's gods when possible.
For an example of fantasy Rome, Valyria is a good example.
