The fastest way to make combat faster is to get rid of initiative. It is a garbage idea that only serves to slow down combat and hurt tension.
As a game designer, I immediately discard any RPG I see that uses an initiative system. It is outdated game design and it is time the RPG community accepts that and moves on.
It got an article on Wired a few years back so it's probably at least somewhat legitimate. However, anything they give you for $27 (to start with) you can get for free by reading online and asking people for advice. Anyone who pays for this is a sucker. I feel bad for anyone just getting into the hobby that might actually be sucked into this shit because they don't know any better.

Depends on the elves.
High elves and other kinds with an advanced civilization for a setting could might have used magic, the blessing of a deity, or something else to take care of resource production.
Wood elves and other kinds that don't have an advanced civilization for a setting could still be hunter-gatherers. If their native environment had abundant plants and animals to eat and very rarely had disasters and other ecological threats, it could work. Given the long life and low breeding rate of typical elves, they would not use up all of the available resources and have centuries old elders who keep information.
This is assuming no 'hard' anthropology or ecology, and just providing enough of an explanation for verisimilitude.
Why don't intelligent magical beasts in D&D use magic items?
There are magic items for dragons in 3.5's Draconomicon, with stuff like claw-gauntlets and stabilizing flight fins and whatever.
I don't think there's any art of a dragon actually kitted out like that outside of the individual little art pieces in that equipment section, though.

He was flamboyant, he wore a Liberace coat with electrified fur trim for use in close quarters. (The Distinctive Style drawback). He spoke with a camp german accent and flirted with basically anything with a pulse. His contacts included former lovers (including an in-the-closet arms dealer) and the owner of a drag bar he used to perform at.
Montecore was also an 9-foot tall troll and the team's heavy weapons specialist.

I want to run a game set during the Three Kingdoms period but i am not sure what system to use. I have been told Exalted would be the best but would that mean all the players would have to be solar?
I was also thinking about Legends of The Wu Lin but i am not sure it how it handles mass combat, any suggestions would really help me out.

Exalted is a bit of a bad choice at the moment, since the new edition is the first to be not complete trash, but at present the choices for characters are Solars and dirty peasant mortals.
LotW handles mass combat in a weird way: a group of people is statted out as a single character, and given a rank similar to the rank used for PCs. Of the two, I'd suggest LotW.
GURPS might work, but it puts a lot on the GM to look through splats for the rules they want to use, so it might not be best if you're new to the system. Other generic systems tend to be a bit lighter on rules, but that may be a selling point.
